Each link
- 1. Real personNot stated
Person · Not stated
Still open: Automated gauges; no person takes or confirms individual readings.
- 2. Captured locallyNot stated
Camera · Not stated
Still open: Not a camera source.
Place · Claimed. Each station has published WGS84 coordinates, a river kilometre and a gauge datum.
Still open: Coordinates are the operator's own; 57 stations have none, and nothing independent checks them.
Needs both: the weaker one counts.
- 3. Genuine deviceNot stated
App · Not stated
Still open: No signing or device attestation of readings is documented.
- 4. Sealed captureNot stated
Camera · Not stated
Still open: Not a camera source.
Content · Claimed. Values are raw sensor readings; the API flags faults ('commented') and stale values ('out-dated', over 25 hours).
Still open: The operator calls the data unchecked raw data and gives no warranty that values are correct or complete.
Counts only with a stated signing mechanism (C2PA, a manifest).
- 5. Known timestampReported
Time · Claimed. Each reading carries an ISO 8601 timestamp in German legal time with an explicit UTC offset.
Still open: Timestamps come from the operator's own system and are not signed; how gauge clocks are kept is not documented.
A time stated, not attested (RFC 3161, a log): Reported.

- 7. Independently verifiedNot stated
Cross-check · Not stated
Still open: Nothing independent confirms individual readings. Checked daily values (Terminwerte) exist at shipping gauges, but they are the operator's own check.

Notes
About. Germany's Federal Waterways and Shipping Administration (WSV) publishes raw readings from 786 gauges on federal waterways and coasts, mostly water level, plus discharge, water temperature and other parameters at some gauges, and water-level forecasts at a few. Readings are taken every 1 to 15 minutes and served through a free, keyless REST API with the last 31 days of data.
Price. Free (FAQ: "kostenlos und frei verfügbar"). No registration or key.
Coverage. 786 stations, 737 with a water-level series. Gauges sit on federal waterways (Rhine, Elbe, Danube, Main, Weser, Oder, canals, coasts), not on smaller state-run rivers. The Dict-API tags 719 stations Germany, 5 Netherlands, 1 Austria and 1 Switzerland. Other foreign gauges come from Rijkswaterstaat (10), viadonau (9) and Povodí Labe (6); 57 stations, including most of these, have no coordinates and cannot be found by a point search.
Timing. ITZBund: "Aktuell veröffentlicht PEGELONLINE neue Pegelwerte mit einer Verzögerung von ein bis fünf Minuten." Series intervals (equidistance) are 1, 5, 10 or 15 minutes.
Licence. Data are under Datenlizenz Deutschland Zero 2.0 (DL-DE->Zero-2.0): "Any use is permitted without restrictions or conditions." The terms add that data may be used commercially and non-commercially, passed to third parties, combined with other data and built into products. They are unchecked raw data with no liability or warranty for accuracy, timeliness or completeness, and the same disclaimer covers third-party data from other national and international agencies. The terms do not mention AI training or resale by name.
