Compiled from public sources, unclaimed. What they mean

Each link
  1. 1. Real personNot stated

    Person · Not stated

Still open: Not applicable: images come from fixed agency-operated cameras, not people

  2. 2. Captured locallyNot stated

    Camera · Not stated

Still open: Not a signed capture, so none (STANDARD §3). What is stated: Each record identifies a specific Caltrans CCTV by index and location name (e.g. 'TV102 -- I-580 : West of SR-24'); image URLs are per camera. Camera hardware, pan/tilt state and field of view are not reported; operators may move PTZ cameras so the view may differ from the location description

Place · Claimed. Each camera has WGS84 latitude/longitude, elevation, route, postmile, direction of travel and county in the catalogue.

Still open: Coordinate accuracy and the camera's actual viewing direction are not documented; 'direction' is the side of the road, not necessarily the view

Needs both: the weaker one counts.

  3. 3. Genuine deviceNot stated

    App · Not stated

Still open: No signing or provenance metadata on images (plain JPEG with an EXIF DateTime and a text comment giving county, route, postmile and elevation); integrity rests on fetching from the Caltrans domain over HTTPS

  4. 4. Sealed captureNot stated

    Content · Not stated

Still open: Raw camera stills with no QC. In a 2026-10-26 sample, 6 of 17 cameras marked inService=true returned a 'Temporarily Unavailable' placeholder that still carried a fresh time bar, EXIF time and Last-Modified, so neither inService nor freshness means a real picture. Images can also be dark, frozen or obstructed.

  5. 5. Known timestampReported

Time · Claimed. Each JPEG carries an EXIF DateTime and a burned-in date/time bar (Pacific time); image HTTP responses carry Last-Modified, and the JSON gives a refresh interval per camera.

Still open: Nothing is signed. In a 2026-10-26 sample the times disagreed: one image's EXIF and overlay time was 8.7 minutes older than its Last-Modified, and another's EXIF time was 18 minutes ahead of the fetch while its overlay was current, so neither header nor EXIF reliably dates the picture. recordTimestamp is when the catalogue record was last modified, not the image time. Previous-image URLs return Last-Modified 1970-01-01.

A time stated, not attested (RFC 3161, a log): Reported.

  6. 6. Tracked in transitNot stated

Custody record (optional field) · Not stated

  7. 7. Independently verifiedNot stated

Still open: No cross-checking; nearby cameras on the same route can be compared manually

Notes

About. Caltrans' Commercial Wholesale Web Portal (CWWP2) publishes free, keyless per-district JSON/XML/CSV/TXT lists of its ~3,600 California State Highway CCTV cameras, each with coordinates, route/postmile, in-service flag, a current still-image URL refreshed every 1-60 minutes, 12 previous stills, and (for about two-thirds) an HLS streaming URL. Some in-service cameras serve a 'Temporarily Unavailable' placeholder instead of a picture.

Price. CWWP2 CCTV page: 'There is no charge for the use of this data.' No account or key.

Coverage. Only fixed cameras along Caltrans state highways and freeways, all 12 districts; you cannot place or point a camera. Live count 2026-10-26 (PDT): 3,605 cameras, 3,428 inService=true, all with a currentImageURL, 2,307 with a streamingVideoURL. Not local streets. The district list files update 'as necessary': on 2026-10-26 their Last-Modified dates ranged from 2026-03-02 (D09) to 2026-10-26 (D04, D08), so the catalogue can lag camera changes even though images are fresh.

Timing. Per-camera currentImageUpdateFrequency of 1-60 minutes (mostly 1-5) in the CWWP2 CCTV JSON; live images had Last-Modified within ~5.5 minutes of fetch.

Licence. CWWP2 says the files are available for integration into your application at no charge, under a Fair Use Policy that prohibits usage risking degradation of the CCTV streaming service, plus the general Caltrans Conditions of Use (dated July 19, 2021). Those say website information, unless otherwise indicated, is considered public domain and may be distributed or copied as permitted by law, but Caltrans uses some copyrighted data (e.g. photographs) that may need additional permission; they do not say whether CCTV stills fall under public domain. Neither page mentions AI training, resale or attribution. As-is, no warranty, no implied endorsement.
